Planned Aerial Sprayings in the Bay Area

The aerial spraying of pesticide that was forced on Monterey and Santa Cruz a few months ago, is scheduled to continue there, and to come to the entire Bay Area (see link to map below). Individual municipalities have no power to stop this, because their power is superseded by the State's declaration of a state of emergency, which they did to avoid having to conduct an Environmental Impact Review. This supposed "emergency" is the light brown apple moth (LBAM), but like all toxic dumping by the agriculture industry, it's really about industry profits. The LBAM is not a threat to people's health, but the spraying is.

The "pheromones" the California Department of Food and Agriculture (CDFA) have been spraying are synthetic, and contain toxic components that have made 100's of people sick already, with the homeless particularly impacted. Nearly 3000 people have signed the petition opposing the spraying so far, with the numbers steadily growing. Law suits have been filed, and various city officials have taken a stand against the spraying, including the Mayor and City Council of Albany, which unanimously resolved to stand in opposition to the State's spray campaign. Thanks to the tireless efforts of all these people, many of them injured by the spray, the Ag industry has postponed further aerial spraying until "late Spring or early Summer". To "educate" and "reach out" to us, the CDFA has hired themselves the PR firm Porter Novelli, started by two men who helped Nixon get re-elected, and who are now helping Dow Chemical (of napalm and Agent Orange fame) put on a friendly public face.

The CDFA has made it very clear that they are determined to continue spraying people's homes and gardens against the will of the people living here. Their postponement has bought us more time to organize against the spraying:

The Berkeley City Council, which has not as of yet taken a side in the debate, but was reported as having a "wait and see" attitude, will be meeting with the CDFA at a city council meeting, where the public has the right to be heard. This is an important night to confront the CDFA:

Meanwhile, ground spraying will be happening all along, possibly with permethrin on utility poles, 8 feet above the ground, just a couple of feet above the heads of passers by. Here's a toxicological profile of permethrin:

Something else in the CDFA's arsenal is spinosad, which is considered non-synthetic, is "approved" for used in organic farming, but contains undisclosed "inert" ingredients. It is very toxic to honeybees, oysters and other marine mollusks, and somewhat toxic to birds, fish, and aquatic invertebrates. Ironically it is also harmful to the Trichogramma wasp, another part of the LBAM eradication program.

    On November 3rd, 2007, I wrote a letter to the Agriculture Department and to the Governor, to protest the spraying in Monterey and Santa Cruz area. I don't like the vague response I received to my question about why the organic certification would continue for the area farmers so I indicated that I would no longer be trusting the certified organic label if it came from California, this is the response I received:

    "Thank you for writing Governor Schwarzenegger and sharing your thoughts about the Light Brown Apple Moth project. The Governor appreciates hearing from Californians on issues that are important to them.

    As you may know, the Light Brown Apple Moth has the potential to devastate California's natural ecosystems, further threatening endangered flora and fauna species as well. Since the Apple Moth is an invasive pest species, not native to California, it has fewer natural enemies here to reduce its population. This invasive species threatens our diverse range of agricultural and natural plant life.

    The Apple Moth attacks native and ornamental plants, fruits and vegetables. It can severely damage residential landscapes, orchards and agricultural crops, and more than 250 types of plants are at risk of attack. If this invasive species is not eradicated in a timely manner, the annual economic loss would exceed $160 to $640 million in crop losses, lost exports and lost jobs in California.

    The CDFA has determined that aerial application of a moth pheromone, Checkmate OLR-F, is necessary to combat this growing threat since mass trapping is not known to be effective, and twist tie technology is not logistically feasible in the Monterey and Santa Cruz areas. They are confident in the science about the safety of Checkmate OLR-F, which is also United States Department of Agriculture approved for certified organic farmers.

    On October 20, 2007 Governor Schwarzenegger directed CDFA to disclose all ingredients in the Checkmate pheromone. The Monterey County court lifted a temporary halt on the spraying after the ingredients in the pheromone were disclosed to the public and determined to pose no environmental or health risk. The complete list of ingredients can be found on the California Department of Food and Agriculture website at www.cdfa.ca.gov. In fact, this project is thought to be the most environmentally friendly pest eradication project in the history of the Department. This approach also fully addresses unique local environmental concerns, such as protecting the monarch butterfly and local sea life by creating coastal buffer zones based on wind speed.

      Hello Deb and Inna,
      Thanks so much for your posts about aerial pesticide spraying for the apple moth, and, Deb, for your concerns about organic produce being sprayed. You might want to communicate your concerns about the California organic label to California Certified Organic Farmers (CCOF), and to the National Organic Program (NOP). I think this is a key issue in the whole discussion of the spray, for everyone to understand that this spray will undermine consumer trust in the organic label.

      The larger issue in my view is whether we can ever successfully "eradicate" a new pest; the spray is being conducted with the goal of eradicating the apple moth even though history shows us that eradication efforts do not succeed (consider the medfly, which California has been trying to "eradicate" for nearly 30 years). Those who administer agricultural policy in the US and CA need to understand that we cannot keep recklessly blanketing the ecosystem with poison to try to eradicate every "new" bug, but that we need a sensible policy of controlling and managing pests using available bio-controls that are much safer for human and environmental health and are acceptable for organic farming (such as, in the case of the apple moth, releasing natural predators and hanging pheromone sticky traps).

      There is a large group of us working to prevent the spraying from resuming and expanding to the entire San Francisco Bay area, and we are encouraging folks to write to legislators. The federal representatives in this case are Senators Boxer and Feinstein, and, for the Bay Area, representatives Pelosi and Lee, and for Santa Cruz/Monterey, Rep. Farr.
